MY 2025 Non-Compliance Notification
The MY 2025 non-compliance notification period begins in September 2026. During this time, in addition to prescribers gaining access to their MY 2025 compliance information on the EPCS Prescriber Portal, CMS will issue prescribers identified as non-compliant with the MY 2025 program requirement a non-compliance notice. The non-compliance notice indicates a prescriber has not met the EPCS program requirement for MY 2025 and provides instructions for accessing their compliance status and how to submit a waiver application for MY 2025 on the EPCS Prescriber Portal.
When possible, CMS emails the non-compliance notice to non-compliant prescribers through CMSLists@subscriptions.cms.hhs.gov. However, if a prescriber doesn’t have an active email address in the Medicare Provider Enrollment, Chain, and Ownership System (PECOS) or in the National Plan and Provider Enumeration System (NPPES), CMS will send the non-compliance notice as a physical letter. Physical letters will also be sent to those who do not open the non-compliance email notice and when emails are determined to be undeliverable.

HARP User ID and Password
To log into the EPCS Prescriber Portal, prescribers and their designated representatives first need a Health Care Quality Information Systems (HCQIS) Access Roles and Profile (HARP) account user ID and password. If a user doesn’t have a HARP account, they can apply for one on the HARP Create an Account webpage.
