Patron Services: Upcoming Catalog Migration Information for Researchers

Notice to researchers planning to visit the Library June 25 - 28: The Library is preparing for the launch of its new online catalog platform on June 30. To implement this change, there will be a few interruptions in research services in the days prior. To help you plan your research visit, please be aware of the following updates. 

  • Requesting and Receiving Items:  Starting Wednesday, June 25, users will not be able to request items through the online catalog at catalog.loc.gov. Researchers planning to visit the Library from June 25–28 should request items in advance in order for them to be available for use. No items can be checked out.  Access to some collections materials will still be available for use during this time. Individual Reading Room staff can assist you in determining access options for specific collections.  Connect with them through Ask a Librarian for more information.
  • Library Cards:  Starting Saturday, June 28 at noon, users will not be able to pre-register for a library card online. Those visiting the Library in person to register for a library card will be issued a temporary paper pass. 
  • All services are expected to return as normal on Monday, June 30.

This change is part of the larger Library Collections Access Platform (LCAP) project, which replaces legacy systems toward the goal of enabling users to seamlessly discover and access all of the Library’s collections materials.

Legal Research Reports: Extended Producer Responsibility for Textiles in Selected Jurisdictions

The Law Library of Congress is proud to present the report "Extended Producer Responsibility for Textiles in Selected Jurisdictions."

This report, prepared by staff of the Global Legal Research Directorate of the Law Library of Congress, surveys jurisdictions that have or are in the process of adopting Extended Producer Responsibility (EPR) rules specifically for textiles as well as jurisdictions that have special textile waste requirements.

The polluter pays principle is a well-established international law and climate regulation concept. Extended Producer Responsibility (EPR) regulations are requirements put on producers of certain products to manage, organize, or pay for the pollution caused by a product throughout its life cycle; they can therefore be seen as an expansion of the polluter pays principle. Jurisdictions have implemented these regulations for a number of products considered harmful
to the environment, textiles being one of them.

With respect to the textile industry, textile waste continues to be considered a climate risk, and “fast fashion” has created increasing amounts of textile waste that are either placed in landfills or incinerated. EPR textile schemes are set up to remedy this by creating a financial incentive for the manufacturer and the importer of textiles to develop a market for recycled textiles as well as a system for the collection and sorting of textile waste.

Sephardic Songs with the Susana Behar Ensemble: Homegrown Plus

Welcome to the latest post in the Homegrown Plus series, featuring Susana Behar, one of the leading voices in Sephardic Song, with a hand-picked ensemble of accompanists. Just like other blogs in the series, this one includes a concert video, a video interview with Susana, and connections to Library of Congress collections. Susana Behar was born in Havana to a Cuban family with roots in the Sephardic community of Turkey. From an early age, she was immersed in the traditional music of her homeland as well as the evocative kantikas in Judeo-Spanish (Ladino) passed down by her grandparents. In 1965 she emigrated to Venezuela, where she started to explore and perform the music of her adoptive country as well as Latin American and Jewish folk music. She earned a degree in biology from the Universidad Central de Venezuela before moving to Miami, where she has lived and performed ever since. In the concert, she performs Sephardic, Cuban, and Venzuelan songs, joined by Michel Gonzalez on guitar, Adolfo Herrera on percussion, and Saul Vera on mandolin and bandola llana. In the interview, she tells us about her life in Cuba, the trauma of her family’s departure, and her life in Venezuela and the United States, with an emphasis on the intersection of her Latin American and Jewish heritage.
